He has obtained a Law degree within “La Sapienza” Study University of Rome with a thesis dealing with Administrative Law.
While he performed his legal practice, he has mainly dealt with consultancy to professional associations, regarding public civil service, procurements and administrative litigation.
At the academic level, he has collaborated with the Chair of Administrative Law Prof. G. Morbidelli within “La Sapienza” Study University of Rome.
He taught Administrative Law at the Specialization School for Legal Professions, Luiss University – Guido Carli. He is a PhD in public, comparative and international law with a paper on “European administrative law of the environment” at the University of Rome “La Sapienza”. He edits administrative law and public contract publications.
Since 2015 he has been enrolled in the Rome Bar Association.
He has considerable experience in administrative litigation, particularly public contracts, construction and urban planning and public employment.
He consults for businesses and public administrations, especially on public works certification and digital transformation.
He is a legal advisor to professional, territorial and national professional bodies providing support on administrative law, anti-corruption and transparency legislation and data protection.
He has been a lecturer in many professional and advanced training courses as well as university masters courses and a speaker at seminars and conferences concerning public contracts and legislation on anti-corruption and administrative transparency.
